District Health Care Coverage

Welcome to DC Health Coverage!  The Department of Health Care Finance (DHCF) mission is to improve the health outcomes of low-income residents by providing access to a full range of preventative, primary, urgent and critical health care services.

DC residents can explore the following options for health coverage:

Medicaid (Federal/Locally Funded) 

The DC Medicaid program is a joint federal/state health insurance program run by DHCF, that pays for medical services for individuals who are low-income, disabled and/or families. To be eligible for Medicaid in the District, applicants must be DC residents and meet non-financial and financial eligibility requirements. If you are found eligible for full Medicaid benefits, health care services such as doctors’ visits, hospital stays and prescriptions will be covered.

DC Health Care Alliance Program (Locally funded) 
The Health Care Alliance Program (“the Alliance”) is a locally funded program run by DHCF that is designed to provide medical assistance to DC residents who are not eligible for Medicaid and/or Medicare. The Alliance program serves low-income adults and children who are DC residents and have no other health insurance. Click here for more information.

Happy family of fiveDC Healthy Families (Medicaid) is a program that provides free health insurance to DC residents who meet certain income and U.S. citizenship or eligible immigration status to qualify for DC Medicaid. The DC Healthy Families program covers doctor visits, vision and dental care, prescription drugs, hospital stays, and transportation for appointments. DC Healthy Families also offers special programs for newborn babies, children with disabilities or special health care needs, and people with HIV and AIDS. Family of four on couchThe Health Care Alliance (“the Alliance”) program for Adults and Children is a health coverage program that is offered to individuals, families, and children who are not eligible for Medicaid. The Health Care Alliance program is a locally funded program that includes a range of health care services to include primary care services, doctor visits, and prescription drugs. To be eligible for the Alliance, you must be a resident of the District of Columbia, have no other health insurance, including Medicaid and Medicare, and meet a certain income threshold. Services covered for children under twenty-one (21) are very similar to the services covered under Medicaid for children under age twenty-one (21). The Child and Adolescent Supplemental Security Income Program (CASSIP) is a program that provides children and young people (ages 0 up to 21) who have special health care needs and receive Supplemental Security Insurance (SSI) benefits or are SSI-eligible. The District contracts with a managed care program (MCP) to provide Medicaid healthcare benefits and additional services for eligible enrollees. Enrollees will have access to preventive health care and specialty care to help with chronic conditions such as asthma, diabetes, and behavioral health needs. In addition, enrollees will have access to emergency care, non-emergency transportation, pharmacy, durable medical equipment, dental care, eye and hearing care, mental health and substance abuse disorder services, rehabilitation services, maternal health, long term services and supports.
