Department of Health Care Finance Publishes First Proposed Medicaid Demonstration for Mental Health and Substance Use Disorders Under New CMS Guidance

Today, in collaboration with the Department of Behavioral Health, the District of Columbia Department of Health Care Finance (DHCF) announced its intent to apply for an 1115 Medicaid Behavioral Health Transformation Demonstration from the federal Centers for Medicare and Medicaid Services (CMS). The proposed demonstration combines new innovative treatment strategies with proven community-based services to promote better health outcomes for the nearly one third of Medicaid beneficiaries with a behavioral health diagnosis.

The Department of Health Care Finance (DHCF) is working with the Department of Behavioral Health (DBH) and other District agencies and stakeholders to develop a Section 1115 Medicaid Waiver to transform Medicaid’s system for behavioral health services in the District of Columbia.  

Public Notice Regarding Federal Government Shutdown

In the event of a federal government shutdown, the Department of Health Care Finance (DHCF) and all DHS Economic Security Administration (ESA) Service Centers continue to operate on a normal schedule. There will be no disruption of public benefit payments to DC residents, including assistance provided through The Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF) and Medicaid.  If federal government funding is not restored within 30 days, the District will notify customers of any potential impacts to their benefit payments.

The Centers for Medicare and Medicaid Services (CMS) issued a final rule effective March 17, 2014, that contains an outcome-oriented definition of home and community-based services (HCBS) settings. The purpose of the federal regulation, in part, is to ensure that people receive Medicaid HCBS in settings that are integrated in and support full access to the greater community.

Department of Health Care Finance Announces Intent to Award Contract for DCAS Release 3

Today, the Department of Health Care Finance (DHCF) announced that the Office of Contracting and Procurement (OCP) has submitted a proposed contract to the Council of the District of Columbia for KPMG, LLC (KPMG) to implement the final phase of the District of Columbia Access System, known as Release 3 (“DCAS R3”). The proposed multi-year contract includes three (3) base years and two (2) option years.
