The purpose of this transmittal is to notify DC health care providers of changes to the rules governing the DC Health Information Exchange (HIE). On May 1, 2026, amendments to the HIE rule (Chapter 87 of Title 29 of the District of Columbia Municipal Regulations) were adopted. These amendments support the transition of the DC HIE to a Health Data Utility (HDU) model and update operational, reporting, privacy, and oversight requirements.
