Dr. Chimene Liburd is the Chief Medical Officer at the Department of Health Care Finance. Dr. Liburd is responsible for the clinical oversight of all programs at DHCF. Additionally, she provides clinical insight to the Director and Deputy Mayor on arising issues.
Previously, Dr. Liburd showcased her leadership abilities as an Independent Consultant for early-stage startups and Venture Capital firms, providing invaluable clinical and payer strategy guidance.
In 2014, Dr. Liburd assumed the role of National Medical Director at ANTHEM, INC in Indianapolis, Indiana. There, she led the strategic implementation of cost-of-care programs, internal reviews of medical policies for utilization, and development of new enterprise initiatives. Following her success, she was promoted to Vice President of Clinical Operations and Chief Medical Officer for Anthem, Inc., overseeing utilization and case management for over 1.1 million members across 20 states. Before her corporate roles, Dr. Liburd owned and operated Anne Arundel Primary Care, where she managed chronic conditions, directed a medical team, and handled daily operations.
Throughout her career, Dr. Liburd has been dedicated to improving patient health outcomes and driving organizational success through innovative healthcare management approaches. Her multifaceted skills in inpatient and outpatient care, chronic condition management, and budgetary planning will support our mission of improving health outcomes by providing access to comprehensive, cost-effective, and quality healthcare services for residents of the District of Columbia.
Dr. Liburd holds an MD from the University of Maryland School of Medicine, an MBA from the University of Maryland University College, board certifications in Internal Medicine and Lifestyle Medicine, and a Bachelor of Arts in Spanish from Cornell University.
