Today, the Department of Health Care Finance (DHCF) announced that the Office of Contracting and Procurement (OCP) has submitted a proposed contract to the Council of the District of Columbia for KPMG, LLC (KPMG) to implement the final phase of the District of Columbia Access System, known as Release 3 (“DCAS R3”). The proposed multi-year contract includes three (3) base years and two (2) option years. Prior to award, the contract must also be reviewed and approved by the Centers for Medicare and Medicaid Services (CMS) and the Food and Nutrition Service (FNS), federal entities that regulate the Medicaid, SNAP, and TANF programs offered in the District.

The implementation of DCAS R3 will complete the District’s long-term project to fully integrate all health and human services eligibility and enrollment. Once complete, DCAS will enable District residents to apply for medical, cash, food, energy assistance, homeless services, and other local health and human services benefit programs via a modernized, seamless web-based enterprise platform. DCAS R3 will add automation of multiple non-Modified Adjusted Gross Income (non-MAGI) Medicaid programs, including eligibility for long-term care programs such as the EPD Waiver and IDD Waiver.

KPMG, the contractor selected for award, is recognized as a national leader in health and human services (HHS) transformation, having been involved in numerous HHS engagements, including 29 integrated eligibility projects across the country. KPMG has an extensive history working with the Center for Medicaid and Medicare Services, Food and Nutrition Services, and Administration for Children and Families, and provided similar services to the State of Hawaii Department of Human Services, and the City of New York Human Resources Administration.

“This selection enables the District to ensure that the eligibility and enrollment system keeps pace with modern service delivery options to District residents” said DHCF Director Wayne Turnage. “DCAS R3 will facilitate improved customer service and seamless access to health care and human services and benefits for all District residents, regardless of income.”

The District’s DCAS program is a partnership of the Department of Health Care Finance, the
Department of Human Services, and the Health Benefit Exchange.
