Darrin Shaffer serves as an Agency Fiscal Officer within the District’s Office of the Chief Financial Officer (OCFO), where he provides strategic financial leadership and oversees the full scope of fiscal operations for his assigned agency. In this role, Darrin manages major appropriation titles within the District’s annual budget and ensures that agency financial practices align with the District’s programmatic priorities and the OCFO’s standards for fiscal integrity.

Reporting directly to the District’s Chief Financial Officer and working closely with his Associate Chief Financial Officer, Darrin represents the OCFO in coordinating financial management with the City Administrator and Deputy Mayors. His work supports the OCFO’s mission to safeguard the District’s long‑term fiscal health through balanced budgets, clean audit opinions, and sustained access to strong credit markets.

Darrin oversees the planning, development, execution, and monitoring of both operating and capital budgets, as well as grants management and broader financial management programs. He leads agency financial staff, directs the development and refinement of fiscal policies and systems, and ensures that agency leadership remains informed of financial system improvements and emerging requirements.
