This transmittal provides clarification on the retroactive hourly wage rate, public holiday wages and the reimbursement for active treatment services provided to Medicaid beneficiaries at ICF/IID. Effective October 1, 2012, hourly ICF/IID employees must be paid at minimum, the District’s living wage rate. In addition, hourly employees are entitled to a time-and-a-half holiday pay for all public holidays worked on or after October 1, 2012.
Unless stated otherwise in the Individual Service Plan (ISP), all active treatment services are to be provided by external providers. Where an external provider is engaged, the ICF/IID shall pass through the entire active treatment reimbursement received from DHCF to the active treatment provider.
