Eugene joined the Department of Health Care Finance (DHCF) in 2017 as a Policy Analyst within the Division of Regulation and Policy Management (DRPM) in the HCPRA. He was promoted to Associate Director a year later, where he was responsible for the management of policy development and the promulgation of DHCF’s regulations.

In 2020, Eugene became the Special Assistant to the Director where he leveraged his Medicaid policy expertise to advise the director and senior staff on major policy and financing matters related to DHCF’s health care programs, with a focus on hospital policy and payment. In addition, Eugene was serving as the Acting Director for HCPRA for several months prior to assuming his current role where he oversees the day-to-day operations of the administration.

Eugene holds a bachelor’s degree in economics from the University of Maryland, College Park, and a juris doctorate with a certificate in health law and policy from the University of Maryland Carey School of Law.
